Welcome to ITC-CSCC 2017
On behalf of the committee members, I welcome you to the ITC-CSCC2017, the 32nd International Technical Conference on Circuits, Systems, Computers, and Communications. The theme of ITC-CSCC2017 is Spotlighting on Young Researchers.

Over the past 32 years, ITC-CSCC has been established as the premier forum to introduce important new results in the fields of Circuits, Systems, Computers, and Communications. This year, we have 202 oral presentations, 78 poster presentations, and a total of 280 papers. According to the affiliation of the first authors, we have 85 papers from Japan, 40 from Thailand, 4 from Taiwan, 1 each from USA and Saudi Arabia, and 149 from local. The technical program covers three days of presentations composed of three Plenary Talks and three Tutorials from world-famous speakers, 16 Special Sessions which includes many interesting invited talks, 25 regular oral sessions, and 4 poster sessions. We also have new special programs focused on our theme, which include a poster session introducing the research performed by teams from each country and a special session introducing new emerging technologies presented by young researchers. The technical papers of ITC-CSCC2017 will be provided in a portable USB memory.

In addition to the technical programs, a series of social events have been prepared to provide attendees and their guests the opportunities for both academic and informal interactions. The social events begin with the Welcoming Reception on Sunday (July 2nd), and continue on with the Opening Ceremony on Monday morning (July 3th). The main social event is the Conference Banquet on Tuesday (July 4th), which will provide an evening of celebration, awarding, and a live magic performance by the famous magician JJ. Besides these, we have several social entertainment activities for students and young researchers such as “Mission Complete,” “Make Your Own Luck,” and “Who is the most photogenic?” I hope you participate in these activities and make your days at ITC-CSCC2017 more enjoyable.

I would like to express my sincere appreciation to the committee members of ITC-CSCC2017. The Organizing Committee (OC) is composed of 22 members who actively participated in 8 general committee meetings and numerously more division meetings to discuss and plan the details to make ITC-CSCC2017 more successful. I also would like to express my sincere appreciations to the Technical Program Committee (TPC) for their hard work in reviewing the papers and for arranging the excellent technical program. My appreciation also goes to the Special Session organizers and invited speakers. ITC-CSCC2017 is the result of their hard work and dedication of the staff members of the Institute of Electronics and Information Engineers (IEIE). I especially thank the authors who submitted their precious latest work to ITC-CSCC2017. In addition, I am grateful to the sponsors for their significant financial support.

Finally, I thank you for attending ITC-CSCC2017 at Busan Metropolitan City. As the second most highly populated city in Korea (second only to the capital Seoul), Busan is the economic, cultural, and educational center of southeastern Korea. In addition, Busan International Port is Korea's busiest port and the 10th-busiest in the world. Busan is divided into 15 major administrative districts and a single county, together housing a population of approximately 3.6 million. Busan is a center for international conventions, which hosted APEC in 2005 as well as its annual Busan International Film Festival. It is also a center for sports tournaments, having hosted the 2002 Asian Games and the FIFA World Cup, as well as the home to the world's largest department store, the Shinsegae Centum City.
